Head Start / Early Head Start Director

Position: Head Start/Early Head Start Director

Report To: Executive Director
Salary Range: $85,134 - $120,577 (Exempt Status)
General Summary of Position:
The Head Start/Early Head Start Director will provide leadership oversight and management of the Head
Start/Early Head Start-EHS-CCP programs. Works with Executive Director in providing leadership in planning,
designing, implementing and evaluating program systems and in representing the Agency in local, regional, state
and national communities.
The HS/EHS Director is responsible for the local planning implementation evaluation, and reporting of expected
HS/EHS/EHS-CCP outcomes and ensure management functions re effectively fulfilled.
The HS/EHS Director oversees all fiscal, legal, programmatic evaluation, reporting and human resources aspects of
the program in accordance with Federal Regulations and in collaboration with selected partner agencies, childcare
programs, and stakeholders.
The HS/EHS Director is responsible for effective service delivery, contract compliance, intra-and inter-agency
coordination, and evaluation of performance in accordance with Head Start Performance Standards.
The HS/EHS Director ensures HS/EHS and Partners adherence to and compliance with all applicable licensing,
HS/EHS Performance Standards, and other state/local regulations and serves as the connection link between the
Head Start governing Bodies, EHS-CCP Provider, staff and parents’ community agencies.
General Duties and Responsibilities:
 Responsible for conducting employee performance appraisals, employee discipline, addressing complaints
and resolving complaints.
 Provides direct supervision and leadership of HS/EHS staff; including interviewing, hiring, training
employees, related promotion, planning, assigning and directing workflow.
 Participate in design of internal structures, systems and policies.
 Ensures adequate systems in place to maintain highest quality of services to children and families in
compliance with Head Start Performance Standards.
 Oversee the comprehensive health and nutrition services for children and families that include a range of
medical, dental and nutrition services and follows-up in accordance with program goals and federal
regulations.
 Monitors EHS-CCP program to ensure that childcare center partners are fully enrolled in terms of EHS-CCP
spaces; and children served receive childcare subsidy, and attendance is above 85%.
 Monitors EHS-CCP contract budget and spending.
 Establishes program goals and develops ways to meet them within the guidelines determined,
implements and monitors the Performance Standards established by the Department of Health and
Human Services for Head Start Programs.

 Prepares work programs and requests for funds and submits in accordance with established grant
application process prior to sending to HHS/ACF and other funding sources.
 Ensures compliance with all grantor awards.
 Prepares and maintains annual EHS-CCP budgets within the Agency and funding sources and develops
related proposals for new funding.
 Designs and delivers formal presentations.
 Represents Head Start on local planning initiatives.
 Attend interagency meetings as appropriate.
 Establishes and maintains relationships and collaborations with public school districts systems of higher
education, and other community agencies and partners.
 Regular formal presentations to parents, staff, Board of Directors and community groups to provide
information and ensure collaboration.
 Provides other duties and responsibilities as assigned.
Qualifications: These are the minimum qualifications:
 Bachelor's degree in education, Early Childhood Development, social work, psychology or related field,
Preferred.
 Two (2) years of working experience working with young children in an administrative, consultative and
supervisory capacity in recognized institution or school system or an equivalent combination of
acceptable education and experience.
 Three (3) years minimum, Five (5) years preferred management experience and knowledge of Head
Start/Early Head Start program operations.
 Ability to effectively and successfully interact with individuals for diverse socioeconomic and cultural
backgrounds.
 Computer skilled using Child Plus, Word, Excel as well as the use of software programs required under the
EHS-CCP program.
 Ability to analyze report data, report on outcomes and effectuate program changes.
 Excellent written and communications skills.
 Strong organization and time management skills, ability to meet tight deadlines.
 Ability to write and interpret policies and procedures.
 Other related duties as assigned.
